E\u011fer bir \u00fclkenin esnek bir idari altyap\u0131s\u0131 yoksa o \u00fclkede bir yat\u0131r\u0131m yapmak ve s\u00fcrd\u00fcrebilmek kolay de\u011fildir.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"> T\u00fcrkiye, D\u00fcnya Bankas\u0131\u2019n\u0131n 2015 y\u0131l\u0131 \u0130\u015f Yapabilme Kolayl\u0131\u011f\u0131 \u0130ndeksinde (Ease of doing Bussiness) 55. S\u0131rada. 2014 y\u0131l\u0131nda ise 61. s\u0131radayd\u0131. 2012 de y\u00fcr\u00fcrl\u00fc\u011fe giren Yeni TTK ile birlikte altyap\u0131 anlam\u0131nda olumlu ad\u0131mlar at\u0131lmakla beraber sadece alt\u0131 s\u0131ra \u00fcste \u00e7\u0131kt\u0131k. Art\u0131k tek ba\u015f\u0131m\u0131za bir Anonim \u015eirket kurabiliyoruz \u00e7ok \u015f\u00fck\u00fcr ancak bunun d\u0131\u015f\u0131nda yerinden oynat\u0131lmas\u0131 gereken bir\u00e7ok a\u011f\u0131r ta\u015f var.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"> \u0130\u015fletmelerin s\u00fcrd\u00fcr\u00fclebilirlik istatistikleri de \u00e7ok g\u00fc\u00e7l\u00fc de\u011fil. <strong>T\u00fcrkiye&#8217;de giri\u015fimlerin %51\u2019nin \u00f6mr\u00fc en \u00e7ok d\u00f6rt y\u0131l s\u00fcr\u00fcyor.<\/strong><\/span><\/p>\n<p><span style=\"font-size: 14pt;\"> Giri\u015fimcili\u011fin desteklenmesi ad\u0131na ba\u015fta <strong>KOSGEB<\/strong> ve <strong>T\u00dcB\u0130TAK<\/strong> olmak \u00fczere bir \u00e7ok e\u011fitim ve te\u015fvik sa\u011flan\u0131yor. Ancak giri\u015fimcili\u011fin desteklenmesi i\u00e7in yap\u0131land\u0131r\u0131lm\u0131\u015f bu kurumlar b\u00fcrokrasi sebebiyle hantal kal\u0131yor. Bu y\u00fczden giri\u015fimciler ihtiya\u00e7 duyduklar\u0131 fonlara h\u0131zl\u0131 eri\u015femiyorlar.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Bir\u00e7ok te\u015fvik paketindeki sorun, deste\u011fin do\u011frudan giri\u015fimciye de\u011fil, giri\u015fimcinin istihdam etti\u011fi personel i\u00e7in veriliyor olmas\u0131. Oysa giri\u015fimcinin ihtiyac\u0131 i\u015fini aya\u011fa kald\u0131rana kadar ge\u00e7inebilece\u011fi bir gelir ve \u00fc\u00e7 y\u0131l kadar bir zaman.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"> Fon aray\u0131\u015f\u0131ndaki giri\u015fimcilere, yat\u0131r\u0131mc\u0131 muamelesi yapmak hi\u00e7 do\u011fru de\u011fil. Bu kavramlar\u0131n birbirinden ayr\u0131lmas\u0131 gerekiyor. <strong>Giri\u015fimcinin hedefi ba\u015farmak<\/strong>, yat\u0131r\u0131mc\u0131n\u0131n ki ise kar etmektir.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"> <strong>Giri\u015fimcilik T\u00fcrkiye a\u00e7\u0131s\u0131ndan neden \u00e7ok \u00f6nemli?<\/strong> T\u00fcrkiye s\u00fcrekli olarak n\u00fcfusu artan bir \u00fclke ve istihdam problemi her ge\u00e7en g\u00fcn b\u00fcy\u00fcyor. \u00dclkemizde, \u00f6n\u00fcm\u00fczdeki 40 y\u0131l i\u00e7inde i\u015fsizli\u011fin %0 oran\u0131na \u00e7ekilebilmesi i\u00e7in her y\u0131l 500.000 yeni i\u015f yarat\u0131lmas\u0131 gerekiyor. T\u00fcrkiye \u00f6zelle\u015ftirme politikalar\u0131n\u0131 benimsemi\u015f, \u00f6zel sekt\u00f6r\u00fc g\u00fc\u00e7lendirmeye \u00e7al\u0131\u015fan bir \u00fclke. Yani kamuda yarat\u0131lan\u00a0istihdam azal\u0131yor ve azalmaya devam edecek. \u00d6te yandan b\u00fcy\u00fcmesi durmu\u015f ya\u015fl\u0131\/ k\u00f6kl\u00fc \u015firketlerin yaratt\u0131klar\u0131 yeni bir istihdam yok.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Yeni\u00a0 istihdam alanlar\u0131 a\u00e7\u0131labilmesi i\u00e7in giri\u015fimcili\u011fin desteklenmesi, yani yeni \u015firketlerin kurulmas\u0131 ve b\u00fcy\u00fct\u00fclmesi ekonomimiz a\u00e7\u0131s\u0131ndan kritik bir \u00f6nem arzediyor.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Bir toplumda i\u015fsizlik ve su\u00e7 oran\u0131 her zaman paralellik g\u00f6sterir. K\u0131sa s\u00fcre i\u00e7erisinde \u00f6nlemler al\u0131narak gerekli istihdam yarat\u0131lmaz ise artan i\u015fsizlik ve yoksullukla beraber sosyolojik dinamiklerimiz olumsuz y\u00f6nde de\u011fi\u015fiklik g\u00f6sterebilir.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><strong>T\u00fcrkiye&#8217;de giri\u015fimcilik ne seviyede?<\/strong> T\u00fcrkiye&#8217;de giri\u015fimcilik katsay\u0131s\u0131, artan n\u00fcfusumuza oranla d\u00fc\u015f\u00fck kal\u0131yor. Bu istatisti\u011fin arkas\u0131nda bir \u00e7ok etmen var. \u00d6rne\u011fin\u00a0sosyok\u00fclt\u00fcrel olarak i\u015f yapma k\u00fclt\u00fcr\u00fcm\u00fcz, kaderci ve gelenek\u00e7i. Yani toplumsal de\u011fer yarg\u0131lar\u0131 a\u00e7\u0131s\u0131ndan giri\u015fimcili\u011fe yatk\u0131n de\u011filiz.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Pe\u015fi s\u0131ra birbirini takip eden \u00fcniversite, askerlik, i\u015f ve evlilik stresi alt\u0131nda ezilen gen\u00e7lerimizin bir\u00e7o\u011fu, hi\u00e7 riske girmeden iyi maa\u015fl\u0131 bir i\u015fe ba\u015flayarak hayata at\u0131lmay\u0131 tercih ediyor.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Y\u0131llarca enflasyon alt\u0131nda ezilmi\u015f ailelerin \u00e7ocuklar\u0131 olarak, bize gayrimenkul d\u0131\u015f\u0131nda g\u00fcvenebilece\u011fimiz bir yat\u0131r\u0131m arac\u0131 \u00f6\u011fretilmedi. Annnelerimiz babalar\u0131m\u0131z hep bir <strong>ev alabilmek i\u00e7in didinip durmad\u0131 m\u0131?<\/strong><\/span><\/p>\n<p><span style=\"font-size: 14pt;\">Giri\u015fimcilik katsay\u0131s\u0131 y\u00fcksek ve ba\u015far\u0131l\u0131 olan \u00fclkelerde \u00fcniversiteler bu konuda b\u00fcy\u00fck roller \u00fcstleniyorlar. T\u00fcrkiye&#8217;de de bir\u00e7ok \u00fcniversite bu konuda \u00e7al\u0131\u015fmalar yap\u0131yor. Ancak end\u00fcstri-\u00fcniversite i\u015fbirli\u011fi\u00a0hen\u00fcz yeterince geli\u015fmi\u015f de\u011fil. Burada bir \u00e7ok gen\u00e7 daha okulunu bitirmeden giri\u015fimcili\u011fe soyunuyor. <strong>Deneyimli profesyonellerden<\/strong> dan\u0131\u015fmanl\u0131k alarak \u00fcr\u00fcnlerini geli\u015ftiriyor ve pazara haz\u0131rl\u0131yor.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><strong>Giri\u015fimler hayata ge\u00e7tikten sonra ya\u015fanan zorluklar nelerdir?<\/strong> Genel olarak her 100 giri\u015fimden genelde 8-10 tanesi ayakta kal\u0131p yola devam edebiliyor. Bu T\u00fcrkiye \u015fartlar\u0131ndan ba\u011f\u0131ms\u0131z bir istatistik. Bir giri\u015fim yerel pazarda yeterli deste\u011fi kazan\u0131p ayakta kalmay\u0131 ba\u015fard\u0131ktan sonra s\u00fcrd\u00fcr\u00fclebilirlik ile ilgili problemlerle ile kar\u015f\u0131la\u015f\u0131yor.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">2015 K\u00fcresel Rekabet Endeksi Raporu&#8217;na g\u00f6re T\u00fcrk \u0130\u015f D\u00fcnyas\u0131&#8217;n\u0131n \u00f6n\u00fcndeki en \u00f6nemli problemlerden biri vergi mevzuat\u0131. Vergi mevzuat\u0131m\u0131z kar\u0131\u015f\u0131k, oranlar\u0131m\u0131z y\u00fcksek. \u00d6zellikle teknoloji alan\u0131nda birbiri ile \u00e7eli\u015fen muktezalar bar\u0131nd\u0131ran bir <strong>vergi uygulama<\/strong> k\u00fclliyat\u0131m\u0131z var.<\/span><br \/>\n<span style=\"font-size: 14pt;\"> Mevcut vergi mevzuat\u0131m\u0131z ve i\u015f kanunumuz biraz eski ve\u00a0 giri\u015fimlerin s\u00fcrd\u00fcr\u00fclebilirli\u011fi a\u00e7\u0131s\u0131ndan iki \u00f6nemli diren\u00e7 noktas\u0131. Benzer bir \u00e7ok yabanc\u0131 \u015firket, <strong>vergi \u00f6demeden<\/strong> T\u00fcrkiye pazar\u0131ndan pay alabiliyor. Yerli ve yabanc\u0131 \u015firketler aras\u0131nda adil bir rekabet ortam\u0131 sa\u011flanamazsa bir\u00e7ok \u015firketimiz kapanabilir veya hayatta kalmak i\u00e7in yurt d\u0131\u015f\u0131na \u00e7\u0131kabilir. M\u00fcstakbel mali, idari ve hukuki mevzuatlar\u0131n daha kavramsal, sade ve evrensel bir \u015fekilde d\u00fczenlenmesi <strong>T\u00fcrk giri\u015fimcilerinin<\/strong> T\u00fcrkiye ve d\u00fcnya pazar\u0131ndaki rekabet g\u00fcc\u00fcn\u00fc art\u0131racakt\u0131r.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><strong>Giri\u015fimcilere tavsiyeleriniz nelerdir?<\/strong> Projelerini\/ \u00fcr\u00fcnlerini bir yandan maa\u015fl\u0131 \u00e7al\u0131\u015farak, e\u011fer \u00f6\u011frenciler ise okul sonras\u0131 gerekirse sabahlara kadar \u00e7al\u0131\u015farak geli\u015ftirmeye \u00e7abalas\u0131nlar.
